I believe these are brass, based on the imperfections and variations between pieces. These look antique and handmade but are about 30 years old.
These can be used as flower pot stands, pillar candle holders, or decorative stands for other uses. I used them as a holder for fishbowl vases. An example picture is attached except the vase is not included.
